When a new town is planned, it is more important to develop public parks and sports facilities than shopping centers for people to spend their free time in.

这一句简要写一个背景。

2. In the planning of those towns, planners should consider developing public parks and sports facilities before they build shopping centers so that people would have economical and healthful leisure. 

这一句陈述自己的观点，如果是同意，那就是转述题目的意思即可。

注意：在开头段的时候就直接浓缩了理由的两个关键词：“economical”和“ healthful”，这样的作文在内容上得分会很高。

【段落示范】（主体部分第一段）

1. First, public parks are free, and many sports facilities ask for a small amount of admission fee. 

解释开头段里的“economical”，并且作为第一个理由的“总”句。

2. In other words, recreation would be at little cost to the local residents. 

用“换句话说”的方式，对第一句进行【进一步解释】。“换句话说”这个套路，要学会。

3. This is an advantage of those facilities over shopping malls, where people are likely to spend money. 

这里通过“This”【指代】上一句的内容，并且句子通过“an advantage over”让公园和运动设施对比优于购物中心。

4. In fact, the expenditure may be a considerable sum. 

*“事实上”引导【递进】，对上一句的内容进行拓展，加强对比。

5. For example, when my hometown was developed from scratch, the local residents displayed tremendous welcome for the lakeside park and sports center. 

【举例】的方式，用现实来说明公园和运动设施是优选。例子可以加强论证。
