【上文回顾】前两期，我们分别从<个人>和<社会>层面，解释为何国家投资自行车，在「社会层面」中，提及自行车可以缓解交通堵塞和环境问题。因此，在回答第二问，提出新方法进行对比论证时，也要保证它既有其他优点，同时也满足缓解前两个问题。

通过观察这个结构，我们可以发现：去掉it is…that…的语法结构后，可还原成正常独立句（Jack sent me to the hospital yesterday.）。

形式主语：it is + adj./n. + that + 完整句子

(1) it指代后文that引导的句子，指“这件事 is adj./n.”。

(2) 去掉it is…that…的语法结构后，不能还原成独立句。
